NPA has a Full Time Board/Authority comprising five Executive Members the Chairperson, Deputy Chairperson and three (3) other Members. This Board is appointed by H.E The President, with approval by Parliament.
The primary of the Board is to provide policy guidance, monitor and supervise the Executive Director in the performance of his/her duties of day-to-day operations of the Authority.
Wilberforce Kisamba- Mugerwa (PhD) is the Chairperson of the National Planning Authority (NPA) since July 2008 to-date, a 2009 Spring Semester, Visiting professor for International Studies Rural Development at Williams College, Massachusetts USA and a Senior Research Associate with Makerere Institute of Social Research (MISR) of Makerere University Kampala.With a PhD in Agricultural Economics of Makerere University and vast practical experience, he blended very well with the International Food Policy where he served as a Division Director of the International Service of National Agricultural Research (ISNAR).Kisamba- Mugerwa served as an elected Member of Parliament 1980- 2004 and held various cabinet Ministerial positions in the Government of Uganda. He is a small –scale farmer in Kikonda – Bamunanika (of Luwero District- Uganda)
DR ABEL J.J. RWENDEIRE: The Deputy Chairperson of NPA, holds a Ph.D. in Biochemisrty obtained in 1985 from the University of Canterbury in New Zeland. He joined NPA in July 2008 following his four year tenure as a Managing Director ( 2002- 2006) at the United Nations Industrial Development Organisation, (UNIDO), in Vienna, Austria. He was responsible for the formulation, implementation and evaluation of innovative programmatic initiatives in Industrial Promotion and Technology; Agro-Industries; Small and Medium Enterprises; Energy and Cleaner Production as well as providing strategic advice to the Director General of UNIDO on all aspects of technical cooperation services in Industrial, Technological and Economic issues for sustainable industrial development.
Prior to joining UNIDO, Dr Rwendeire was a Member of Parliament representing the people of Rubanda County East constituency in Kabale District from 1996 to 2002. During this time Dr Rwendeire served as a Minister of State (1996-1998 and 200-2001) for Tourism, Trade and Industry; Minister of State (1998-2000) for Higher Education in the Ministry of Education and Sports, laying the foundation, inter alia, for the establishment of Uganda Vocational Qualifications Framework with a view to integrating the informal sector into the main stream formal educational processes.
Before joining Politics, Dr Rwendeire had contributed significantly to the development and management of technical and vocational education when he was the Principal of Uganda Polytechnic Kyambogo (1992-1996) in the Ministry of Education and Sports. He forged mutually supportive partnerships with private sector players by promoting linkages between industry and the Polytechnic. He was the Chairman of the Joint Admission Board (JAB) that was responsible for the national admissions to all the tertiary institutions.
Dr Rwendeire brings to NPA a diverse blend of academic, political, technical and managerial skills coupled with Strategic thinking and analytical/conceptual skills as well as Innovative team-building skills needed to achieve optimal results in development planning process in Uganda.
Mr. Acer Godfrey Okot holds a Master’s Degree Public Administration and Management as well as a postgraduate Diploma in Public Administration and Management (PAM). He has had vast training in Public Administration and Management at renowned institutions including Galilee International Management Institute (GIMI), Israel, Centre for Corporate Governance Nairobi, Kenya, Academy of Macroeconomic Research (AMR) China and in the Royal Institute of Public Administration (RIPA) London, United Kingdom.
The extensive trainings coupled with a wealth of experience acquired during his long service in the District Local Governments as Chief Administrative Officer (CAO) and at the Electoral Commission as Principle Election Officer in charge of administration, equip him with an edge in Administration and Management of both Central Government Agencies and District Local Governments under the decentralization.
It is therefore not a surprise that the Authority has charged Mr. Acer Godfrey Okot with the responsibility of overseeing its Finance and administrative functions amongst other duties.
Ms. Mary Consolate Muduuli is a seasoned economist with a wealth of local and international experience of over 40 years. She also served as a member on various Boards, headed several government committees and taskforces and participated in several international review and reference groups.
She holds a Master of Science, Agricultural Economics, 1979, University Winnipeg, Manitoba, Canada and a B.A. Rural Economy, Makerere University. Before joining NPA, she worked as an Executive Director, African Development Bank (Eritrea, Ethiopia, Kenya, Rwanda, Seychelles, Tanzania and Uganda) (July 2010 – June 2013) and as a Senior Adviser –to Executive Director/Alternate ED, AFDB for the same EA countries (July 2008 – 2010). She was also an Operations Officer, Uganda World Bank Country Office, Kampala, (Jan 2005 – 2008), Deputy Secretary to the Treasury (2002-04); and Director Budget (1998-2001), Ministry of Finance, Planning and Economic Development.
Prof. Obwoya Kinyera Sam holds a PhD in Physics (Materials Science) from Makerere University; MSc (Materials Science) from Reading University, UK; Advanced Diploma in Education (Science) from University of Bristol (UK); and BSc/Ed from Makerere University.He has been a Professor of Physics at Kyambogo University, Kampala Uganda; where he taught physics and supervised students for more than twenty five years.
He has served in many capacities including Chairperson of The Governing Council, Uganda Institute of Information and Communications Technology (UICT and Principal of Uganda Petroleum Institute Kigumba (UPIK); member of Governing Council of National Teachers College Unyama and Uganda Institute of Information and Communications Technology (UICT).
While at Kyambogo University he served as Chairperson of many committees which included: Local Boards of Surveys; General Regulations Governing In-Service and Certificate Committee; General Regulations Review Committee”; National Educational Consultancy and Advisory Bureau (NECAB); General Regulations Governing In-Service Diploma and Certificates; Examination Regulations Committee for BEd, Diploma and Certificates Committee; Editorial Board for Uganda Science Educational Bulletin; and Chairperson, Institute General Regulations Governing BEd program.
At Kyambogo University Prof. Obwoya Kinyera Sam served as Director of Open Distance and eLearning Centre (ODeL) for eight years; Acting Head of Physical Science (Physics, Chemistry and Mathematics), Head of Physics Department for ten years. Before joining Kyambogo, he was Head of Physics Department at Old Kampala Senior Secondary School for ten years.
He served as Principal Investigator of Millenium Science Initiative (MSI) project, a Member of the Task Force on Development of Scheme of Service for Teaching Personnel in Uganda Education Service: Education Service Commission; Lead Researcher for Multigrade Education, funded by World Bank; Team Leader of several research works including among others: “Professional Profile of a Uganda Primary Teacher; Professional Profile of a Tutor in a Primary Teachers College.
He has been External Examiner for Physics at Nairobi University; Gulu University; Mbarara University and Islamic University in Uganda (IUIU); Makerere University, School of Education; Internal Examiner, Department of mechanical Engineering Makerere University ; and Chairman of Doctoral Committee, Department of Mechanical Engineering, Makerere University.
He served as Chief Examiner for A-level Physics (UNEB) for over 15 years before retiring. In addition he doubled as moderator and setter of Physics Exams (UNEB) for over twenty five years. He has been a visiting Scientist at Princeton University, USA under the US-Africa Materials Institute (USAMI) program.
